Schlabig & Associates has promoted Kelly Nizzer Bates to director of administration at the certified public accounting firm. Nizzer Bates, who has served as Schlabig’s firm administrator since 2007, is program chair with the Ohio Chapter of the Association of Accounting Administrators. She is a graduate of Derby University in England.

Middough Inc. has named Richard J. Ragan senior vice president and general manager. Ragan previously served as vice president and director of design operations for industrial facilities with MACTEC. He received his master’s degree from the University of Tennessee.
Chemicals
Patrice Barthelmes has been named CEO of Eliokem, a worldwide specialty chemical company. Barthelmes, a former vice president and group director for Dow Chemical’s adhesives & functional polymers division, holds a master’s in chemical engineering from the INSA University, Toulouse, France.
Construction
Lonnie Hanlon has been promoted to CEO of Allen Keith Construction Co. Hanlon, a graduate of the College of Charleston in Charleston, S.C., previously served as an estimator and marketing representative for the company, where he has worked in various capacities over the past 12 years.
P|C|S Project and Construction Services has hired Ron Linard as senior estimator. Linard, who has more than 40 years of construction experience, will provide estimating support to P|C|S’s existing clients.

Mark A. James has been named founding dean of Kent State University’s College of Public Health. James, a professor and vice chair of the department of tropical medicine at Tulane University School of Public Health and Tropical Medicine, holds a Ph.D. in tropical medicine from the University of Illinois at Urbana-Champaign. He has been recognized five times with Tulane University’s annual Excellence in Teaching Award.
Event Management
Jeff Price has been named president and CEO of Experient, a meetings and events solutions company. Price, former executive vice president and COO of Freeman, has also held leadership positions at Cygnus Expositions, Norwegian Cruise Lines and Wyndham Travel Management.
Financial Services
Citizens Financial Group Inc. has appointed Dennis A. Devine to lead its U.S. retail banking division as group executive vice president and director of retail banking. Devine will oversee more than 1,500 traditional and in-store Citizens Bank and Charter One branches throughout 12 states. Devine, who graduated magna cum laude from Harvard Law School, was formerly executive vice president of retail banking, west territory for PNC Bank.
Law
Robyn Minter Smyers has been named the new chair of Thompson Hine’s diversity committee. A former clerk for Justice Albie Sachs on the Constitutional Court of South Africa, she is a partner in the firm’s real estate and corporate transactions & securities practice groups. She received her law degree from Yale University.
Thomas J. McGuinness has joined Weltman, Weinberg & Reis Co.’s real estate default group as the director of title services for Thoroughbred Title Agency Inc. McGuinness has previously held key leadership positions in title insurance with Bank of America/LandSafe National Default and Fidelity National Financial Inc.
Daniel L. Bell has joined the Cleveland office of Jackson Lewis as partner. Bell, who previously managed the labor and employment practice group at Brouse McDowell, earned his law degree from the University of Akron and has been named to Ohio Super Lawyers editions since 2004.
Tucker Ellis & West has named Joe Morford as managing partner. Morford, the former co-chair of the mass tort and product liability practice group, received his law degree from the Loyola University (Chicago) School of Law. He serves as a magistrate judge for the city of Shaker Heights Juvenile Court Diversion Program. Morford is succeeding Curt Isler, who had been the managing partner since 2008.
Manufacturing
The Goodyear Tire & Rubber Co. has named Richard J. Kramer president and CEO. Kramer, who was named COO in June 2009, spent the previous three years leading the company’s North American Tire business. He succeeds Robert J. Keegan, who will remain as executive chairman of the board. Kramer will also join the company’s board of directors.
Fairmount Water Solutions, a new subsidiary of Fairmount Minerals Ltd., has named Dave Chew as director of sales and marketing and Dana Cooper as general manager. A former executive at Kinetico, Chew has 22 years’ experience in the industry. He is a graduate of the University of Wisconsin-Madison and the University of California-Berkeley. Cooper, previously director of business excellence for Fairmount Minerals, holds degrees from Michigan State University and Cleveland State University.
Fire-Dex has appointed Mike Orazen to COO. Orazen was president of E.P.G/Trelleborg for six years and owned and operated The Edge Sports Performance Academy in Twinsburg until it merged with Pinnacle Sports in 2009. He has an MBA from John Carroll University.
Eaton Corp. has named Suzie Sewalt Bartz director of compensation. Bartz, who holds a master’s degree in human resource management from the University of Texas at Arlington, joined Eaton in 2006 after working at Fujitsu Inc., where she served as compensation manager in support of five U.S. subsidiaries.
Libra Industries has promoted James Sabo to chief operating officer. For the past two years Sabo has served as the Mentor company’s vice president of operations. He will continue managing the company’s manufacturing operations but will also oversee program management and client services.
Metals
David Spector has rejoined PSC Metals Inc. as president of the company’s northern region. Spector, former president of Wooster Iron & Metal Co., which PSC Metals acquired in 2007, resigned from his position as PSC’s vice president of buying for the northern region in March 2009. Also, Brian Carlone joins PSC as manager, non-ferrous trading. Carlone is a graduate from the University of Akron.
Nonprofits
Don Dailey was elected to a three-year term as chairman for the board of the Western Reserve Historical Society. Dailey previously served the 143-year-old institution as vice chair and chair of the board’s audit committee. Dailey recently retired from PricewaterhouseCoopers, where he was office managing partner in Cleveland.
The North American Menopause Society has named Elizabeth A. Georges director of strategic initiatives for its central office in Mayfield Heights. Georges, a graduate of Arizona State University, has more than 20 years of experience in the pharmaceutical industry and nonprofit sector.
Jan Cline has been hired as the executive director of the Lesbian Gay Bisexual Transgender Community Center of Greater Cleveland. Cline, a graduate of Kent State University, has more than 15 years of experience in nonprofit fundraising and management, including four at the LGBT Center from 1998 to 2002. Cline was recently director of development for the Gordon Square Arts District.

InfoCision Management Corp. has promoted Bert Turner to vice president of Christian fundraising operations. Turner, who joined InfoCision in 1991, has grown the Christian fundraising division and is the driving force behind the company’s semi-annual leadership summits, which help managers develop superior leadership skills.
